California Student Tuition Recovery Fund (STRF)
The State of California established the Student Tuition Recovery Fund (STRF) to help California residents (or students enrolled in a residency program) who prepay tuition and later experience a qualifying economic loss related to an institution.
Students must pay the STRF assessment (or have it paid on their behalf) if they are:
- A California resident, or
- Enrolled in a residency program,
and - Prepay all or part of their tuition.
Students who are not California residents and not in a residency program are not eligible for STRF benefits and are not required to pay the STRF assessment.
Students should retain copies of their enrollment agreement, receipts, financial records, and any documentation of tuition payments in the event a claim is needed.
STRF may provide reimbursement if:
- The institution or program closes or is discontinued and the student does not complete or declines a teach-out plan.
- The student was enrolled within 120 days prior to institutional or program closure.
- The BPPE determines that the program suffered a significant decline in quality more than 120 days before closure.
- The institution was ordered by BPPE to provide a refund but failed to do so.
- The institution failed to return federal student loan proceeds as required by law.
- The student obtained a judgment or arbitration award against the school but could not collect payment.
- The student secured legal counsel that resulted in cancellation of student loans and the student has documentation of the cancellation.
STRF Claim Timelines
- Claims must be filed within four (4) years from the date of the qualifying event.
- If a revived loan qualifies a student for STRF, the student may apply at any time.
- Claims submitted after four years must include evidence that an application was originally submitted within the required timeframe.
Students must have a Social Security Number or Taxpayer Identification Number to receive STRF benefits.
